SPECIFIC RESPONSIBILITIES
Identify
all possible sources of International Development Assistance and formulate
appropriate proposals for partnership support on behalf of the state.
Formulate
appropriate policies, guidelines and rules of engagement for international
partnership.
In
collaboration with the State Planning Commission, identify key priorities of
the state as articulated in the state development plans, sectoral policies,
strategic initiatives etc. and ensure that development assistance fits into the
Development Agenda/Priorities of the state.
Take
the lead in all engagements, negotiations and consultations with the Federal
Government and development partners on international development assistance to
the state including Project Design/ formulation signing of MoUs, Project
support Subsidiary Agreements, Implementation Guidelines, Work Plans and
establishment of required take off structures (e.g. Project Management Team,
Steering/ Coordinating Committee, Technical Committee etc.).
Provide
overall coordination and oversight in the implementation and management of
donor assisted programmes/projects.
Sensitize
the State, Local Governments and Communities on the need for counterpart
contributions/cost sharing (in cash/kind) for relevant programmes/projects and
ensure that there is budgetary provision domiciled in the ministry for this
purpose.
Coordinate
the activities of Ministries, Department and Agencies (MDAs) on matters
pertaining to International Development Assistance.
Determine
the counterpart funding requirement of the state, receive and vet requests for
counterpart funding from programmes/projects and arrange for prompt settlement
of these obligations in line with the relevant MOUs and Implementation
Agreements/Manuals etc.
Put
in place a detailed Monitoring and Evaluation mechanism including reporting on
development interventions and carry out routine monitoring and evaluation of
implementation.
Establish
and maintain a Data Base to track all development assistance coming into the
State.
Lead
the process of periodic programme portfolio reviews (quarterly, annual,
mid-term and end of cycle) for all Development Assistance Projects/Programmes.
Collate
status reports from all programmes/projects and brief the State Government
periodically.
Promote
the concept of sustainability/ownership at the end of each intervention by
ensuring that sustainability measures are embedded in the programme/project at
the planning stage.
Perform
any other functions that His Excellency, the Governor may from time to time
deem necessary to assign to the Ministry.
